Vintage Bow Rocker Lines or Carousel

Victorian Bow rocker, possibly Lines, bow completely replaced but to original design the same for the saddle, small horse would suit a young child, hole in underside of horse would indicate this was possibly a carousel horse ?
He does have lovely flared nostrils.
